Los Angeles – PDUT has just thrown the monkey wrench at the ongoing GRP-NDF peace talks.

President Duterte threatens the National Democratic Front (NDF) with air strikes as he wants a signed ceasefire as one of four conditions for the resumption of the peace talks with the communist National Democratic Front of the Philippines.

PDUT threatened the NPA with the use of his air assets saying, “ the use of jets for airstrikes are an open option against the enemies of the state.”

He said these” ( air strikes) were never used before, but he is prepared to use it.”

Bombings Not New

The Alliance News corrected PDUT remarks, saying “ air strikes had been used by all Presidents ever since.

From dictator Marcos in 1972 in the Mindanao Conflict with the MNLF and against the NPA’s in Luzon and other places. These air strikes had been used by the AFP before.

It’s not a new thing as PDUT uses it as a threat agains the revolutionary forces in his OPLAN KAPAYAPAAN.” As his US imperialist masters demand it.

Duterte, in a press briefing in Cagayan de Oro City in Sunday afternoon, said the four were his “barest conditionalities” for the resumption of talks.

He said one would be a “signed official document.” He then said: “There should be a ceasefire.”

The President also demanded that the communist movement stop collecting revolutionary tax.

“There must be no extortion or revolutionary tax,” he said.
He said the communist movement should also not claim any territory anywhere in the country.

“That’s crazy,” he said of the movement complaining about government forces encroaching into rebel lairs.

For his fourth condition, he asked the rebel group to release all prisoners.“This fight has been going on for the last 50 years. I hate it,” he said.

The fourth round of talks between the Philippine government and the National Democratic Front of the Philippines (NDF) was supposed to start Sunday morning in the Netherlands.

WHY EPNC WANTS TO DISEMPOWER THE FILAMS IN HISTORIC FILIPINOTOWN DISTRICT AND DIVIDE THE HFT DISTRICT INTO TWO DISTRICTS?

Los Angeles—A contentious debate has been raging in the newly renamed Echo Park Neighborhood Council (EPNC), the former Greater Echo Park-Elysian Neighborhood Council (GEPENC). The question is to divide the Historic FIlipinotown District into two.

And why in heavens name some anti-Filipino elements in the ENPC wanted to divide the HFT District into two?

They are still undecided on what boundaries will they divide the district; will it be from Beaudry to Glendale from the east or from Bonnie Brae to Benton Way in the west.

Unreasonable reasons

Culling from the latest GEPNC Minutes of February 27, 2017, the proposal as explained by EPNC Chair Tad Yenawine is that “under this motion District 5 will be split into two districts. Historic FIlipinotown (District 5) and Bonnie Brae would divide other new district 6 which was underserved.

But even in the minutes, Mr.Yenawine does not explain the meaning of his term “underserved.” Yet Mr. Yenawine was not even from District 5 but from District 4. He simply ignored historical facts and does not even consult with the concerned community.

Again, Yenawine in the February 28 minutes explained, “ there is confusion about the number of representatives for neighborhood council. He explained, “ Splitting would created 4 representatives or District 5 and 6 together.

A very political expedient reason for gerrymandering as the EPNC reason for the division of District 5. Other representatives who were anti-Filipinos cites their own reason like” Historic Filipinotown only votes for its own interests” and “funds are not equally distributed.

All motherhood statements without any tangible proofs. All coming from their emotional anti-Filipino sentiments.

On the March 28 EPNC Meeting

There was another meeting on March 28 but the Filipino leaders who were there were not able to expound on their opposition to the idea because it was too late into the night.

Maybe as a political maneuver, the EPNC placed the agenda on the division of the HFT district well behind all the items and spend a lot of time on these times. They even spend more than 30 minutes debate on the logo of the EPNC.

These actions forced FilAm reprentatives to walk-out on the meeting because it was too late and if given only a 30 second or a minute time is an insult to their representation. This is a clear tyranny of the EPNC in motion.

It was clear case of delaying tactics to wear out the opposition like what they did during the February 28, 2017 meeting when they decided on the last meeting to transfer the EPNC meeting from Logan Elementary to the United Methodist Church in Alvarado without due notice,

And believe you me; they made it as a reason why they voted for the division of the HFT District into two!

Why We Oppose the Division of HFT District?

There are very tangible reasons why we oppose the division of the Historic Filipinotown District into two two-District 5 and 6.

1.It is a clear of gerrymandering petty tyrants who are playing gods in the EPNC. Without any democratic consultations and without any facts to show, they reason that this is to make better representations in the district. But how can you represent better a district when you divide it into two?

2. The division of the HFT district will foster disunities and will highlight ethnic division not community unity. The EPNC is going the grain of historical tradition and does not respect the history of the community. When GEPENC was formed in 2002, they were no ideas of division.

It was only when the anti-Filipino elements in EPNC gained ground when they with Tad Yenawine came out with crazy ideas of dividing the district for “more representations without any study and proof of their contentions.

3. Dividing the district into their concept of “the middle boundary” which is Bonnie Brae and not Glendale Blvd is “unreal, imaginary and arbitrary. For the information of the public, the dividing line between District 1 and District 12 in Glendale Blvd.

And the boundary of the Historic Filipinotown District when it was declared by the City Council in 2002 according to the City Council is Glendale Blvd in the east and Hoover St on the west.

We might ask the proponents of the EPNC, where did they get the concept that the middle boundary of the two districts must be Bonnie Brae and not Glendale Blvd.

It is clear that they making these “middle boundary” up and it is just they whimsical thinking and emotional arguments as petty tyrants whose command must be followed.

A Call to Action

Anti-Filipino elements that always envious of the community power of Filipino-Americans in Historic Filipinotown are always scheming with their fellow travellers

And are always loud and angry about ‘Historic Filipnotown.”

Some of them are still questions why there is a Historic Filipintown and loved to argue “ Filipinos always loved to vote for their self-interests.” But our question to them, “are not doing what you accuse us of doing?”

Thus we call our community leaders, Filipino American students and youth in the community to join us to face the EPNC when they decide on dividing the HFT district on the night on Tuesday, April 4, 2017 at 8;00 PM at Echo Park Methodist Church, 1226 N.Alvarado Street, Los Angeles, CA 90026

We call our allies from all ethnicities to join our struggle against this small minority nationalities racism and anti-Filipino tirades that divides our community. Let us foster greater unity with other people and greater community collaboration and understanding.

Let us tell at the faces of some elements in the EPNC that we will not tolerate gerrymandering in its slightest form especially when it affects our community and disempower us into submission. We fought martial law in the Philippines and we will fight small time tyrants in the EPNC who want to shot cut the democratic process in our community.
