The Kabataang maka-Bayan (KmB) Pro People Youth and the Knights of Rizal (KOR)-Historic FIlipinotown (KOR-HFT)  joined the 2nd Larry Itliong Day Parade and Festival last Saturday, October 22, 2016

.They marched from Unidad Park to Loma Drive at St.Columban Filipino Catholic Church.

Art Garcia acted as Larry Itliong and the KmB as the farm workers on strike as a part of the program.

HITLER”S COMMISSAR”S ORDER, THE SEVERITY ORDER AND PRRD

When the German Nazi’s launched Operation Barbarosa or the invasion of Russia on June 21, 1941, Reich Chancellor Adolf Hitler issued the Commissar’s Order, “the extermination of communist political officers in the Russian Red Army whenever they are captured.”

In connection with his order, The Severity Order or Reichenau Order was the name given to an order promulgated within the German Sixth Army on the Eastern Front during World War II by Field Marshal Walther von Reichenau on 10 October 1941

This infamous order paved the way for mass murder of Jews. All Jews were henceforth to be treated as de facto partisans, and commanders were directed that they be either summarily shot or handed over to the Einsatzgruppen execution squads of the SS-Totenkopfverbände as the situation dictated. The two orders caused the millions of death in Russia in an epic proportion.

In the Philippines, there are no written orders but the speeches and interviews of President Rodrigo Duterte (PRRD) carried such effect to the police and the armed forces. No matter how he twist it, or “creatively interpreted by his paid hacks, it carried the same effect.

In this sense, i can surmise that PRRD is really good. In the sense there is no paper trail and he can always deny what he said or ordered. He can always say,”it was only a joke”. Yes, a very bloody joke!

As of the press, time the record show, the number of victims of EJK has reached more than 4, 300. Although PRRD admitted that there is “extra-judicial killings” but said “there are no state-sanctioned killings”, the fact is it is the same banana.

I still wondering how PRRD got his law degree and passed the bar with is contempt for human rights. He even cast doubt on the concept for human rights and questioned its concept. Why? Because he believed that it is an obstacle to his anti-drug war.

The result is a clash between him and the Human Rights Commission(HRC), the legislative branch and also he judiciary. It clash even with the United States for the American government holds human Rights as one of the corner stone of its foreign policy.

PPRD should know as a lawyer, that the concept of human rights was enshrined as a concept of the United Nations after World War II.

This was because of the Nazi genocide that killed more than 6 million jews and more than 20 million Russians because of Hitler’s Commissars Order and the Severity Order of the German Army under Field Marshal Reichenau.

But PRRD questioned the President of the United States when the later said he will bring it up when he talked with PRRD. PPRD’s reaction was violent. It turned an ugly turn when POTUS Obama cancelled his meeting with PRRD.

Then PRRD hits POTUS Obama for bringing out the issue of the Bud Dajo Massacre of 1906 in Sulu in the face of Obama and asked” Is this not a violation of human rights?” at the ASEAN meeting in Laos.

A very undiplomatic gesture. Leftist praised PPRD, the diplomats cringe in disbelief and the media was overjoyed for the news.

Again, PRRD went to China and played with the Chinese officials and crowd who were pleased by his remarks. Still he holds on his anti-drug bolstered by China’s aid.

Meanwhile the killings will go on until PRRD orders it be stopped and when “the last drug lord has been killed.”

The only draw back is people don’t learn their history and seems do not remembered and deliberately don’t remember what they learned in school. They maybe lawyers and intellectuals but they do not know what is right or wrong.

As a great man said, “those who do not learn their history are bound to repeat the mistakes of the past.”

The Alliance News reported today that National Democratic Front of the Philippines (NDFP) demanded ” that the the Duterte regime must immediately put an end to the repressive and bellicose military operations under the US-directed Oplan Bayanihan.

It must order the immediate pull-out of all troops of the Armed Forces of the Philippines (AFP) from civilian communities in the countryside.”

The NDFP also said, ” Only such measures will encourage the Communist Party of the Philippines (CPP) and New People’s Army (NPA) to further extend the unilateral ceasefire declaration.

The revolutionary forces are discouraged from entering a ceasefire agreement in the face of the GRP’s failure to implement some points of agreement.”

No Amnesty Until The End Of Peace Talks

The Alliance Philippines scored, ” the GRP’s chief negotiator and the defense secretary assertion that no amnesty proclamation will be signed until the end of peace negotiations.

This is consistent with PRRD’s statement that he will only release the more than 400 detainees if the peace agreement signed. This holds the more than 400 detainees hostage to the result of the peace negotiations.

This goes against the spirit of the August agreement that such a proclamation will be issued to pave the way for the release of 434 more political detainees. After having suffered injustice, they will now be made to go through the eye of the needle to attain their aspired freedom.”

The Alliance noted, ” It is disheartening to know that the GRP will not carry out this measure. It does not help strengthen the NDFP’s trust in the negotiations.joma-duterte-0510-1

Over the past 60 days since the CPP and GRP issued unilateral ceasefire declarations, NPA units have firmly carried out orders to hold off all offensives against the uniformed personnel of the AFP and PNP. This is despite the very difficult situation arising from continuing provocative operations of enemy armed units under Oplan Bayanihan.

The AFP’s perpetuation of the Oplan Bayanihan is an outright affront to, and tramples on, the spirit of the simultaneous ceasefires of the CPP and GRP. It completely disregards the order of GRP President Duterte to be friendly with the revolutionary forces and the revolutionary government.

Old Fascist Situation Remains

To the Filipino people, the continuing repressive and bellicose operations of the AFP under Oplan Bayanihan despite the ceasefire reveals that the old situation remains under the Duterte regime inspite of his talk of peace and change.

The prevailing ceasefire while the AFP continues with Oplan Bayanihan is greatly disadvantageous to the Filipino people, especially for the peasant masses in the countryside and their people’s army.

To them, it would be better to not have the ceasefire if the soldiers will not be removed anyway from their communities and they would not be allowed to fight on equal grounds.

THE FIFTH COMMUNITY LEADER TO BE FEATURED IS DR. ESTER SORIANO-HEWITT

Ester Soriano-Hewitt was a giant in the Filipino American community. She was a daughter of a Filipino immigrant farm-workers.. She was born on April6, 1946 and died on April 4, 2008. She was born in Santa Paula, Ventura County, the Citrus Capital of the United States.
She was the Chair of the Anti-Martial law group , the Committee for the Restoration of Civil Liberties in the Philippines( CRCLP)-Ls angeles, a part of the Katipunan ng Demokratikong Pilipino (KDP) in the 1970’s. She lead the group during the hard and trying times in Los Angeles  until Marcos, the dictator was overthrown by People’s Power Revolution in February 1986.
Ester was born on April 6, 1946 in Santa Paula, California and attended Briggs Elementary and Santa Paula High School (class of ’64). She graduated from Whittier College in 1968.
She worked for the County of Los Angeles for 37 years, most recently as the grants administrator for the Los Angeles County Dispute Resolution Program. She was recognized nationally for her professional contributions. Dedicated to social causes,
Ester was a founding member of several service groups, including the Search to Involve Pilipino Americans (SIPA), the Asian American Drug Abuse Program (AADAP), and the Pacific Asian Consortium in Employment (PACE).
She also became the foreperson of the jury that tried the Rodney King Case in Los Angeles after the bloody riots that happened after the court acquitted the LAPD policemen who beat up Rodney King in 1992.
She was a fixture at Pan Pacific Park/West Wilshire Recreation Center where she volunteered on many children’s sports teams from 1987 to 1999. Ester was known for her liveliness, sense of humor and enthusiasm.
She was preceded in death by her husband Raymond Hewitt  who was a prominent leader of the Black Panther party.

Los Angeles–For the first time ever, the Filipino-American Community in the United States will commemorate the 150th Birth Anniversary of the Greatest Filipino General of the First Philippine Republic.

PILAC President Bernie Ganon said, ” The Philippine Institute of Language Arts and Culture (PILAC) and the Knights of Rizal (KOR)-Historic Filipinotown Chapter will have lunch commemoration to honor General Antonio Luna on his 150th birth Anniversary at the Mayflower Restaurant, 967 N.Spring, DTLA on October 27, 2016 at 12 noon.

General Antonio Luna is the Captain General of the First Philippine Republic from 1898-1902. He was born in Manila on October 29, 1866. He died in Cabanatuan, Nueva Ecija on June 4, 1899.

This is In line with the celebration of the Filipino American Heritage Month (FAHM) , we commemorate General Luna and the sacrifices of our martyrs and heroes during the Filipino-American War and in defense of our republic.”

The guest speaker for the event is Vice Consul Rainier Casis of the Philippine Consulate General of Los Angeles. He will speak in lieu of Consul General Adel Cruz, the new Consul General for Los Angeles.

KOR-HFT Dr.Orly Cagamapan said,”Dr.Jose Rizal and Antonio Luna were close friends and comrade in arms, thus we collaborated with PILAC in commemorsting General Luna’s 150th birth anniversary.

Antonio Luna , is a propagandist. He was a member of the Editorial Board of the La Solidaridad. His pen name was Taga-Ilog from the word Tagalog.

He was also a pharmacist is one of the least celebrated Filipino hero, thus we give him this honor. He studied tactics in warfare under his friend Belgian General Weygand in Belgium.

FOUR SCENARIOS

Los Angeles–FOUR SCENARIOS.These scenarios are premised on violence and confrontation. It is probable that President Duterte’s term of office would be characterized by plenty of political dynamics that could make or unmake his government.

It is highly probable that these dynamics could lead to violent confrontations (plural is likely) among the contending parties.

Nevertheless, the scenarios do not appear palatable. They appear different from the previous administrations that had smooth turnover and transitions.

His own anti-drug war could bring him down. As experience shows, this war is simply unwinnable. Moreover, the President is perceived as one who could not lead and, ergo, is bringing the country to a slippery slope.

FIRST SCENARIO: President Duterte does not complete his six-year term of office. He dies either by illness, assassination, poisoning, or military coup. Or he gets deposed in a rebellion, military coup, or impeachment.

A peaceful transition happens, where the Vice President takes over and assumes a course far different from Duterte’s. This probability has two sub-scenarios: first, the Vice President assumes power only for the remainder of Duterte’s term and leaves the political scene after the 2022 expiry of her term as vice president; and second, the Vice President runs for president in 2022.

SECOND SCENARIO: A military coup, encouraged and sponsored by a foreign power most likely the U.S., happens, kicks out Duterte out of Malacanang, and installs a joint civilian-military junta. The junta makes sweeping but surgical changes, but, in the end, it gives back political power to the civilian leadership by calling general elections from the presidency down to the barangay level in 2019, or 2022 at the latest.

THIRD SCENARIO: The President overcomes his reported illness, performs some makeover, and compromises with his opponents to complete his term of office in 2022.

It has been projected that by that time, the country would have a tumultuous political environment and that only the presidential elections could defuse the country’s political situation.

FOURTH SCENARIO: President Duterte, reacting to the strong opposition to his leadership, declares a revolutionary government, suspends the Constitution, and proclaims himself leader of the Philippines for an indefinite period of time.

Of course, he would need the support of the Armed Forces, or foreign powers like China and Russia to sustain a power grab outside the constitutional framework.

This is a self-coup scenario. Stretching further, it leads to the secession of Mindanao from the Philippine Republic and the formation of the Mindanao Republic. At its extreme, a civil war is not far behind.

EMERGENCY ALERT: RALLY ON OCTOBER 19 CANCELLED

DUE TO THE STAY ORDER OF THE PH SUPREME COURT ON MARCOS BURIAL, WE IN THE KONTRA-LIBING COALITION- LOS ANGELES CANCELLED OUR RALLY TOMORROW, THURSDAY, OCTOBER 19, 2016.

In view of the Supreme Court order to stay the decision on Marcos until November 8, 2016, we in the Kontra-Libing Coalition in the United States decided to cancel our rallies tomorrow,October 19, 2016 at all Philippine Consulates.

We heard that the Supreme Court is having a hard time deciding on the case. Thus they extended the status quo order.

That PRRD is exerting undue pressure on the court. By visiting Governor Imee Marcos in Ilocos Norte, the Marcos lover, PRRD is assuring the Marcoses that the burial with honors at the LMNB will happen.

We cannot let this pass. Please wait for further announcement for future mass actions.

The Supreme Court vs the Marcoses

If the Supreme Court did not exist, an Inquirer editorial once argued, it would be necessary to invent it. We can add a corollary: If an occasion demanded its invention, it would be the series of legal issues arising from the Marcos dictatorship. Ferdinand Marcos rose to power through skillful use of the means of democracy—the same democracy he and his wife then subverted when he imposed military rule and assumed absolute power.

The Marcoses, to steal one of Philip Larkin’s unforgettable opening lines, “they f*ck you up.”

I use the present tense, because even though Marcos himself died a quarter-century ago, many parts of the legal and political and cultural edifice he built persist to this day. So yes, the Marcoses continue to mess with our mind—and proof lies in President Duterte’s unrepentantly legalistic view that nothing bars him from ordering the burial of the dictator’s remains at the Libingan ng mga Bayani (and honoring his campaign promises).

It’s a narrow interpretation of a tenuous legal principle, against the whole weight of history. This is Marcosian in both inspiration and execution, a privileging of the created legal order at the expense of national experience and the public interest.

As I have argued before, the Marcoses masterminded what we can consider the fourth occupation of the Philippines; can we imagine, will President Duterte countenance, burying an official of the Spanish, the American, or the Japanese colonial regimes in the national heroes’ cemetery?

It is eminently the role of the Supreme Court to untangle the many and messy bonds of the Marcosian brand of constitutional authoritarianism, to impose clarity on the deliberate chaos the dictator created—and to mete out justice. By and large, the Supreme Court has overcome its unfortunate history under the Marcos dictatorship by ruling repeatedly against the dictator. It has the duty, and the capacity, to speak clearly on the burial issue.

What a tragedy if the high court, through a failure of will or a perverted sense of consensus, decides the Marcos burial case using Marcos’ own kind of reductionist legalism.

Over lunch at the University of Hong Kong yesterday, a forum of lawyers and journalists heard a retired Hong Kong appellate justice speak on his experience. Everything was off the record, but at one point, answering a question about political pressure on judges, he spoke about the privilege of working in a truly independent judiciary. Then he said—and I trust he will not mind if I quote him: “The difference is, we know the institutions of civil society, including the press, will back us.”

I thought that was a telling affirmation. When I heard him, I thought of our Supreme Court, and the rumors circulating of a 7-7 ruling on the Marcos burial issue, and wondered whether the justices have done all they could to agree on a consensus that will find the backing, not merely of a single powerful individual, but all the institutions of civil society, including the press.

The retired appellate justice also said something else that struck me: “I have always been able to say what I like. If the judgment is wrong, it will be overturned on appeal, so there’s a safety net.” If the Supreme Court turns the Holmes dictum on its head, and privileges narrow logic over national experience, who will overturn it?

Her royal court that were also crowned were Rochelle Lozano as Princess of Asia; Angeline Nguyen from Orange County as Princess of the Pacific; Ana Ngo from Vietnam as Princess of South Seas and Samantha Guzman as Princess of Polynesia.

The five finalist were picked by the prestigious board of judges from the 13 QAP Candidates who were presented at the second Queen of Asia-Pacific pageant , 2016.

Meanwhile, Queen of Asia President Lino Caringal Jr said,”We welcomed this opportunity for the Filipino-American community. The QAP had successfully penetrated Beverly Hills with a magnificent and wonderful coronation.

This is a good foreboding of significant things to come,” Caringal added. Caringal also acted as the emcee during the crowning ceremonies.

A Night With A Bang

Creative Director Fenny Pangan said,” We would like to thank all our sponsors, patrons, family and friends and most of all the candidates for their great undertaking.

Although things did not turn out according to our plans and many circumstances were beyond our control and yet our candidates showed their grace and poise under pressure. Int he end, that all what matters.”

The Sabah Theater was filled to the brims with multi -racial guests, photographers, media people and dignitaries who flew from all the parts of the world for the event.

This is the first time that the Filipino-American community pageant penetrated Beverly Hills with a bang.

ON THE FORTHCOMING PH SUPREME COURT DECISION FOR THE Burial for Dictator Marcos

Los Angeles –No matter what the PH Supreme Court Decision will be on the burial of Dictator Marcos, after October 18, 2016.,We, inThe KONTRA LIBING COALITION and MADI-USA together with all other groups all over the United States and abroad, will still vehemently oppose the proposed hero’s burial of Philippine dictator Ferdinand Marcos at the Libingan ng mga Bayani (Heroes’ Cemetery).

We are not morally bounded by any immoral decision of the Supreme Court if allows a hero’s burial for the dictator. We hope and pray for the best and favorable decision from the Supreme Court, and that is not to bury Marcos in the LMNB.

We do this not because we harp on the past, but because we care about our country’s future.

A hero’s burial for Marcos glosses over the crimes he committed against the Filipino people during the 13 years he usurped power.

When he was finally booted out of the country by a people power uprising in 1986, he fled with an estimated $10 billion worth of plundered loot hidden worldwide.

The dictator left the economy in shambles, with $28 billion of external debt, an inflation rate of over 50%, 58.9% incidence of poverty, and a negative economic growth rate. Marcos dealt brutally with those who opposed his one-man rule. Human rights groups, estimates the number of opponents killed by the Marcos dictatorship at tens of thousands , the number tortured at 34,000 and the number imprisoned at 70,000.

If the Supreme Court allow a hero’s burial for Marcos, it will be a party that erases the memory of the Filipino people’s hard-fought and heroic struggle for freedom from his tyranny.

It will invalidate the sacrifices of many true heroes gave up their lives in brave defiance of his illegitimate authority, and in courageous struggle against corruption and injustice.

Any decision to bury Marcos iwho s a fake war hero, sullied the honorable names of our Filipino World War II Veterans and their families by falsifying their war records and presenting their heroism as his. The US DVA has not awarded a single war medal to Marcos during World War II.

A hero’s burial for Marcos plays into the hands of Marcos loyalists, who are waging a political comeback, as with the recent vice-presidential electoral bid of the dictator’s son, A hero’s burial erases from memory the sins of the Marcos dictatorship, and removes another obstacle in the path of the Marcos loyalists’ political ambitions.

Most importantly, a hero’s burial for Marcos negates the hard and important lessons learned from his dictatorial regime’s negative example. The Filipino people deserve to move on – away from corruption, away from the old politics of patronage and people’s disempowerment, away from tyranny and abuse of power, away from the sordid state of affairs that was the Marcos era..

These principles continue to be relevant 30 years after the fall of the dictator in a country where poverty, inequality, injustice and impunity in public office remain rampant. These principles are even more relevant at this time when talk is rife of martial law as the solution to the country’s problems, given President Duterte’s declaration of the ‘state of emergency and continued cynical statements against due process and human rights

We will continue our vehement protest against a hero’s burial for dictator Ferdinand Marcos.
