FILAM LEADERS VOICED CONCERN ON US-TURKISH INTERVENTION IN SYRIA

Los Angeles- Filipino American community leaders during the last Thursday, August 25,2016 discussions, expressed grave concern over the American and Turkish intervention in Syria last week that may led to a new war in the Middle East.

JFAV National Coordinator Arturo P. Garcia said, “ we should be bothered when American supported Syrian rebels fighting Syria’s Assad with American Special Forces advisers captured a southeast City near the ISIS-capital of Raqqa near the Syrian-Iraq border. This is the first time it happened.

This comes while the Turkish tank brigade supported by troops and jets entered Syria’s border town “to drive out ISIS forces. This is the very first time it happened.”

Flash Point in the Strait of Hormuz

Turkey is a NATO member nation and an American ally. This situation is alarming as the US-invasion of Iraq in 2003. The Russians and China is supporting the Assad regime in Syria while Turkey and the US as well as NATO is supporting the anti-Assad forces like the Free Syrian Army (FSA).

Rotarian Macky Fortu added, “now wonder, there is an escalating tension in the Straits of Hormuz between the US naval forces and the Iranian navy. We should be wary of these events for American intervention will cost us our taxes.

I heard that the US Ships fired warning ships over Iranian fast boats circling around US destroyers. Despite warnings, the Iranians kept on coming so the US destroyers have to fire warning shots from their 50-caliber machineguns.”

Proxy War

Dr. Orlando Cagampan added, “ we should know that what is happening in Syria is actually a “ Proxy War.” The US supporting Israel and Turkey while Russia, China and Iran is supporting Syria and Yemen.

American foreign policy is to intervene when US interests are at stake. Like in Saudi Arabia. The US is supporting Saudi’s war against Yemen and in Israel as well as in Syria.”

KmB’s Andrew De Leon Celi said, “ The problem in Syria will affect youth in the United States. Money for war is taken away from the basic needs like education, health and welfare”

GOLDEN MOMENTS OF THE RIO 2016 OLYMPICS

Like all nations that hosted the 31st Summer Olympic, Rio De Jainero basked in its glory. For the time, a South American nation hosted an Olympics, a feat unparralled through the years.

As usual, The United States gained the upper hand with the most gold medals among the five-nation power group, namely, China, Russia, Great Britain and Japan.

The great difference is, for the first time, the Americans ruled track and field events, which they got 33 gold medals and gymnastics and swimming which they got a rich harvest of 32 gold medals.

The 31-year old Swimmer Michael Phelps got his 23rd gold medals making his medal harvest to 28 for all the Olympics he participated. Unsurpassed in Olympic history. On the other hand, Simome Manuel, the first African American swimmer also got her three medals in the events she participated.

In gymnastics, another African-American, the 19- year old  Simone Biles, the “four feet and eight inches giant” dominated the floor with five medals; four gold medals and one bronze medal. She and the other four American gymnast, dominated the gymnastic events in the Rio 2016 Olympics.

Despite the dominance of the fastest man on earth, Jamaica’ s top sprinter Usain Bolt who made a “triple-triple” in 100m, 200m and 4X100 events it was dimmed by their lost to Japan in the 4X100 team’s relay who won the gold medal in that event. . Thus Jamaica only dominated the 5 of the 6 track events in the Rio Olympics instead of sweeping it.

Another first is the win of the American long distance runner Matt Centcowitz at the 1,500 M race. It was American’s second gold medal since the American Mel Shepard won this event in the 1908 London Olympics. A rare span of 108 years.

Different countries have their first gold medals like the small Pacific nation of Fiji that won their first gold medal in the game of Rugby.  Other  have their first medal, may it be a silver or a bronze medal like the Philippines.

Others have their great heart-break like the African country of  Kenya which used to dominated the long distance run like the marathon but was eliminated in all the heats trials for long distance races.

The US women’s beach volleyball team also lost their game to Brazil. While Brazil finally won its first gold medal in their national sports game- the football beating the World Champion that beat them in Brazil- European champion Germany, 6-5 to the delight of the hometown crowd.

The United States “dream team” brought home the bacon in basketball. They beat the shit out of Serbia by 30 points. Serbia  won their country’s first silver medal as a country in the Olympics.

Serbia used to compete as Yugoslavia  since the cold war until the 2016 Rio Olympics.  Like Brazil, ( the Americans) can  lose out in all games except basketball!

And so despite the political crisis in Brazil, the controversial destruction of  the favelas, the pollution in the bay, The Zika Virus,  the Russian  doping scandal, the ticket scalping scandal, the other scandasl and everything,– the Rio 2016 Olympics was a success.

As US President John F. Kennedy after the Bay of Pigs Fiasco  or the failed CIA invasion of Cuba:

“Victory has many fathers, but failure is a lonely orphan.”

TWO PEACE TALKS: COLOMBIA AND THE PHILIPPINES

Two important and significant peace talks occurred in two nations in the world this August 2016. And the whole world was stunned by these

Miles apart but parallel in meaning. One was held in Havana, Cuba in South America between the Government of Colombia and the Fuersas Armadas Revolucionario Del Colombia -Ejercito Del Pueblo (FARC-EP)  and it was successfully concluded.  The peace agreement is due to be signed on September 2016 after four years of talks.

The other peace talks is being held  in Oslo, Noway in Europe between the National Democratic Front (NDF) and the Philippine Government (GPH) and that is still ongoing.

To understand the significance of the peace talks let us learn about the two conflicts, the longest running in the world. In Colombia it spanned more than 68 years and in the Philippines, 47 years.

The armed struggle was started by armed peasants led by Pedro Antonio Marin Martin alias Manuel Marulanda also known as “ Tirofijo”  ( Sureshoot)  and members of his family. Like many Liberal peasants, rose up in arms not long after they heard the news about the death of Jorge Eliecer Gaitan. the liberal PReddient of Colombia who was assassinated  in 1948.

Initially they were defending themselves from members of the rival Conservative Party and of local police forces. This period is known in the Colombian history as the “La Violencia”.  Many things were written about it by the writer, Colombian Gabriel Garcia Marquez in his popular novels filled with”magical realism”.Eventually, Marulanda split with some of his relatives and became part of a column of guerrilla fighters that came under the influence of the  Communist Party of Colombia (CPC) which developed a more proactive role in the fighting, executing more raids and offensive operations.

He took on the name “Manuel Marulanda” in honor of a murdered union leader. Marulanda eventually met and befriended Luis Morantes, also known as Jacobo Arenas, a PCC political cadre sent to the rural areas by the central party structure.

Members of this group later settled in an area known as Marquetalia towards the end of “La Violencia”, keeping their weapons. They distrusted the Colombian Army and government even after a 1953 coup led by General Gustavo Rojas against Conservative president Laureano Gómez. Rojas had offered an amnesty that was accepted by most Liberal irregular fighters nationwide, but reputedly the murder of a few demobilized individuals made Marulanda, his rural comrades and his PCC superiors in the cities uneasy.

After the fall of Rojas in 1957 and the signing of the National Front agreement in 1958 between Colombia’s two main parties, self-sufficient armed enclaves, such as the so-called “independent republics” and in particular a supposed “Marquetalia Republic”, were considered dangerous by the new government.

Pressure from Conservative members of Congress and from the United States led to a Colombian Army attack on Marquetalia, which was eventually overrun during what was termed “Operation Marquetalia” in May 1964.

The Colombian Army’s attack was mostly ineffective, though it did scatter the guerrillas, and most of the survivors reunited elsewhere and later became part of the “Bloque Sur” (Southern Bloc) guerrilla group on 27 May 1964, a precursor to the official foundation of the FARC in 1966. Marulanda and Jacobo Arenas soon established themselves as the main leaders of the new guerrilla group.

The FARC-Ejercito Del Pueblo (EP)  or People’s Army  from 1964 grew in numbers and build liberated guerilla bases the size of Swizerland for more 50 years until the death of Marulanda in 2008. In fact they even threatened to seize the capital of Bogota , Colombia in 2003 but decided against it in fear of  direct American intervention.

duterte-joma-sisonOn the other hand, the New People’s Army (NPA) was formed by the incipient Communist Party of the Philippines (CPP) led by Prof. Jose Maria Sison when they formed the the CPP in December 26, 1968 in Mangatarem, Pangasinan.

The departed KM activist. A teacher at Mapa High School in Manila and a UP graduate, Arthur Garcia was assigned to be the interim commander of the newly formed NPA. Garcia had some training in China when he travelled as a visiting student in the late 1960’s. Garcia died in 1970 in an NPA guerilla base in Tarlac.

It was a strike of fate that in early 1969, a distruggled group of Hukbong Mapagpalaya ng Bayan (HMB) under Bernabe Buscayno  aka Commander Dante decided to bolt the HMB under then the corrupt leadership of Faustino Del Mundo alias Commander Sumulong contacted Prof. Joma Sison and that made the formation of the NPA in March 29, 1969 easier.

The NPA started with more than 60 fighters mostly cadres from the old HMB, new recruits from the CPP mostly student activist and professionals who were dedicated to resume armed struggle in the Philippines after a hiatus of more than 40 years.

Commander Dante  became the Commander of the NPA replacing Arthur Garcia.  He was a popular and practical choice because he had the experience as an HMB Commander for sometime and he was from Central Luzon, the base of operations of the NPA during its early year.

The rest is history. The NPA from less than 300 armed men in small guerilla zones In Tarlac, Pampanga,  Isabela. Nueva Vizcaya   and Ifugao, grew by leaps and bounds during martial law to more than 10,000 armed men with 25,000 militia or part-time guerlllas based in the barrios in 1986 at the onset of the EDSA 1 People’s Power Revolution in February 1986. .

To set the history straight, the NPA was its infancy when President Marcos declared martial law in September 23, 1972.  He just falsely alarmed the United States who took his bait, to justify his lust for power and stayed on for more than 14 years after being President for more than 6 years.

The peace talks  between the NDF and the GPH started from the Cory Aquino Regime in 1986 to the Duterte regime in 2016. But of all the regimes from Cory Aquino to President Rodrigo Duterte who was elected in May 2016 , it  seems the chance of achieving peace under President Duterte  is brighter than all the past regimes combined.

But as they say “The taste of the pudding is in the eating.” Let us see what comes next after the end of the peace talks between the NDF and the GPH on August 27, 2016 in Oslo, Norway.

Los Angeles—Bantay-Pilipinas-USA , a Filipino-American  progressive organization based in the United States scores the Duterte Regime’s anti-drug war that has killed more than 2,000 people in the Philippines for the last 2 months since Duterte assumed the presidency  as anti-people “reign of terror”.

Bantay Pilipinas –USA added, “ For us, it is disconcerting that more than  1, 067 of those who were killed were under investigation for they were killed by groups other the PNP operatives.

When the President himself attack the CHR, a lady Senator who was a formerCHR Chair and says that “human rights is being used against the police” , brings back the old and sad memories when the AP especially the coup plotters ( who are now Senators) questions the CHR and the concept of human rights.”

Condemnation From All Quarters Abroad

That is why prestigious international groups, newspapers and human rights groups  including the US State Department, Human Rights Watch  based in New York and the Amnesty International expressed concern on the human rights situation in the Philippines.

They even expressed disgust that it was the President who egged on the police and military authorities to “shoot and kill” the suspects in complete disregard of due process and human rights.

Bantay-Pilipinas-USA believed that the reign of terror being perpetrated by Duterte and his police and military authorities is akin to the terrible atrocities perpetrated by dictator Marcos during martial law. His anti-drug war is a foreboding of more terrible things to come.

Malugod na ikinagagalak ng Alliance Philippines na nakabase sa Estados Unidos ang pagsisimula ng usapang pangkapayaaan sa pagitan ng NDFP at GPH sa Oslo, Norway mula Agosto 22 -27, 2016.

Ito ay sa harapan ng lantarang paglabag sa karapatang pantao sa nagaganap na maramihang pagpatay ng  sa may 1,800 suspetsadong nagtutulak ng droga at mga adik na pawang mahihirap. Samantalang “espesyal na trato’ naman ang ibinibigay sa malalaking isda tulad ni Peter Lim at Mayor Espinoza ng Leyte.

Lubha ring nakakabahala ang lantarang militarisayon ni Duterte sa AFP at pulisya. Magdadag ng may 50,000 sundalo at pulis ang rehimeng Duterte laban daw sa mga terorista. Maaring paghahanda ito ng opensibang military laban sa rebolusyonaryong kilusan tulad ng NPA at MILF.

Isinusulong din ni Duterte ang pagbabalik ng kinamumuhiang paramilitary na pagsasanay na ROTC bilang pagpapalaganp daw para sa pagiging “makabayan.”ng mga kabataan.

Sa kabilang banda, malumanay naman ang tindig nito laban sa lantarang paglabag ng Tsina sa soberanya ng bansa. At waring nakikiusap pa at naninukluhod sa harap n lantarang pang-aagaw nito ng Pilipina sa dagat Tsinan a bahagi ng Pilipinas.

Paglilibing sa Diktador

Ang pinakamalala ay ang tindig ni Duterte na ilibing ang labi ng diktador sa Libingan ng mga Bayani. Lubus itong tinututlan ng Alyansa dahil tip ay lantarang pagbaligtad sa kasaysayan at ang paparangal sa diktador ay karimarimarim pagbabayad ni Duterte ng pabor sa mga Marcos. Isang garapal na kawalanghiyaan at pambabaluktot sa kasaysayan 

Nakikiisa din kami sa pahayag ng mag-asawang Tiamzon na “ masalimuot man at komplikado ang usapang pagkayapaan, tungkulin naming subukan ang landas tungo sa kapayapaan. Ito para makamit ang tunay na kapayapaan, demokrasya at kasagaaan sa ating bansa.”

Mahigit nang dalawampung taon na ang proseso ng usapang pangkapayapaan sa pagitan ng NDFP at GPH. Sa loob ng anim na taon ng rehimeng Aquino III, walang naging makabuluhang pagsulong ang usapang pangkapayapaan.

Ang masama pa, pinatindi nito ang operasyong militar at pandakip sa mga consultants ng NDF na umabot sa 22 at mahigit na 550 bilanggong pulitikal sa buong bansa mula 2010-2016. Walang itong pinag-iba ngayon sa ginagawa ni Duterte sa kanyang kampangyang anti-droga na pumapatay sa mga inosentent tao

The Day Senator Benigno “ Ninoy” Aquino Jr. Died

Thirty three years ago, today on August 21, 1983 , we were on our way to Manila to report to our mother press organization.

On, a long travel, as usual, I was glued on my little transistor radio listening to the news. All morning, Radio Veritas was reporting on the arrival of the opposition leader, Senator Ninoy Aquino Jr. who was supposed to arrive at the Manila International Airport.

I followed the political career of the Senator since he was elected as the youngest governor of Tarlac. Until he was arrested during martial law and was exiled by Marcos to the United States in 1980.

For two weeks, his projected return to the Philippines was on the top of the news IT was sensationalized with Metro Manila Governor Imelda Marcos and Defense Secretary Juan Ponce Enrile warning that “ Aquino might be assassinated if ever he comes back to Manila. “ And for me it was a dire warning that something might happen.

It was the 11th year of martial law and Marcos believed in the number 7 and 11 and my naughty mind is playing games of what will happen as in dystopia.

In between listening to music on the FM radio and Radio Veritas I followed the opposition welcome arrival rites for Senator Aquino at the MIA. Around 4:00 PM that day, I was surprised with the incoming news; “ Ninoy Aquino was shot dead by an assassin at the Manila International airport.”

I relayed the news to my companions but they all shrugged the news off. Somebody said, “let’s wait for more news. Another said, “ why are you in tears? Don’t be overacting.” I kept my anger inside me with that admonition. I understand it, Some of them thinks that Aquino was our enemy.

All the way to Nueva Vizcaya, I can sense the eerie feeling outside. That night, all the police and military checkpoints were absent. All the military camps along the highway were quiet. As if the silence was deadening.

Around that nights, the METROCOM chief General Prospero Olivas held a press conference and I can feel the quivering in his voice when he announced that “ Senator Aquino was killed by a communist assassin” I did not see that he was holding the gun that supposed to have been used until the reporter of DZRH described it in detail.

Later, deep in the night, the stentorian voice of the dictator was on the air. He confirmed that Aquino was killed by “ lone and determined assassin named Rolando Galman.”

He went along with the usual bullshits that we used to hear. Denying and claiming that he know nothing. Like the proverbial Sgt.Shutlz of Stalag 13 of   my favorite TV series “ Hogan Heroes” of the late 1960’s. And blamed the incident to the usual bogeyman- the NPA and the communists.14021553_10153946903142734_7899300950143866468_n

That night, IBP Assemblyman Doy Laurel of Batangas brought the sad news to over Radio Veritas confirming that Senator Aquino has died. All the preparations for his arrivals, the yellow ribbons, the placards and the people had dispersed and are all strewn along the way from the airport to Manila. But still Radio Veritas played on the song “Tie a Yellow Ribbon…”

Early on the morning of August 22, Radio Veritas read Ninoy Aquino’s arrival message to the Filipino people. It was poignant yet brave. Radio Veritas instantly became the voice of freedom because no radio stations, media outlets, all under censorship will broadcast what really happened except the official version by Malacanang.

I still can remember, August 21, 1983 the day Senator Benigno Aquino Jr. died.

That day the beginning of the end of the dreaded US-Marcos dictatorship truly began.

SWEEPING GOV’T REVAMP

PRESIDENT Duterte spoke of a government revamp so sweeping that nothing near like it had ever been attempted in the Executive department. Mysterious-image-appeared-onPH-flag-during-Dutertes-inaugural-speech
Thousands of top-level presidential appointees suddenly find themselves jobless with that announcement in media emanating from “imperial Davao” at 3 o’clock in the morning of Sunday.

Digong is at it again — this time attacking corrupt officials in the heat of an impassioned speech. Never mind if it would jeopardize the smooth flow of work and service to the public in many front-line government offices.

For sure, the President knows that it would take days before the proper documentation could be completed to implement what he had just announced.

In the meantime, payrolls and checks for legitimate payments could not be processed, because authority to sign these checks shall have to be clarified.

Many other government processes and procedures would have to wait.

The off-the-cuff remarks could have been prompted by the discovery by LTFRB Chairman Martin Delgra of massive corruption going on in the regional offices.

Board Member Aileen Lizada-Lopez said in one regional office in Luzon, officials collect as much as P200,000 for one franchise. Also, Davao regional officials had to resign after a spot audit revealed questionable franchise issuances.

If the President found his anti-corruption campaign wanting in accomplishments at the Land Transportation Franchising and Regulatory Board and the Land Transportation Office, then it is within his power to revamp these offices, even fire their designated chairmen and directors now on their sixth of seventh week at work.

He can then move on and cleanse other graft-prone offices, government corporations, etc. of incompetents and incorrigibles.

Two or three offices at a time, according to the sectors that they serve, would do it. But not an all-encompassing revamp implemented in one fell swoop.

Duterte is inviting a paralysis in many government services.

Ang paglilibing sa utos ni Dutrte ay isang lantarang pagdusta at pagbabalwewala sa lahat ng naging biktima ng karahasan ng diktadurya mula 1972 hanggang maipagbak ito noong Pebrero 1986.

Tahasamg pagbaligtad ito sa malupit kasaysayan at pagpapanibagong puri sa isang diktador na nagdulot ng maraming pasakit sa ting bayan sa loob ng 14 na taon. Nasi nitong palabasing bayani ang isang diktador na nagnakaw, nadahas at nagpahirap sa mga Pilipino.

Opurtunismo ni Duterte

Ang bayad utang na ito si Duterte sa mga Marcos ay isang talamak na opurtunismo sa pulitika. Ito ay habang diumano ay nakikipagusap ng kapayapaan sa NDF habang nilalabag ang gma karapatang pantao ng mga inisenteng biktima ng kanyang kampanyang anti-droga.

Malugod na ikinagagalak ng Alliance Philippines na nakabase sa Estados Unidos ang pagpapalaya sa 19 sa 22 peace consultants ng NDF ng rehimeng Duterte. para dumalo sa gaganaping usapang pangkapayaaan sa pagitan ng NDF at GPH sa Oslo, Norway mula Agosto 22 -27, 2016.

Lubos ding ikinagagalak ng Alliance Philippines ang pagdedeklara ng NPA National Operational Command ng pitong araw na unilateral ceasefire mula Agosto 21 -27. Ito ay bilang pagkilala ng rebolusyonaryong kilusan sa pagpapalaya ng mga bilanggong pulitila ng gobyernog Duterte.

Marubdob na hangad ng Alliance na suklian ito ng gobyernong Duterte ng tugon na tigil-putukan at ganap na pagpapalaya sa lahat ng mga bilanggong pulitikal.

Palayain ang Lahat Ng Mga Bilanggong Pulitikal

Hangad din ng Alliance na maging mabunga ang gagawing usapang pangkapayaan sa Oslo sa loob pitong araw para mapagtibay ang mga napirmahan nang mga nakaraang kasunduan sa pagitan ng NDFP at ng GPH.

Bagamat pinahirapan ng PNP ang mga bilanggong pulitikal sa proseso ng pagpapalaya sa kanila, nakalabas din sa wakas ang mga peace consultants. Nakikiisa rin kami sa pahayag ni G, Benny at Gng. Wilma Austria Tiamzon at ng mga napalayang peace consultants ng NDF na “ dapat na mapalaya rin ang mga natitira pang mahigit sa 500 detenidong pulitikal mula sa mga piitan ng rehimen.”

Mga Krisis Pampulitika Sa Usapang Pangkapayapaan.

Ito ay sa harapan ng lantarang paglabag sa karapatang pantao sa nagaganap na maramihang pagpatay ng mga suspetsadong nagtutulak ng droga at mga adik na pawing mahihiap. Samantalang “espesyal na trato’ naman ang ibinibigay sa malalaking isda tulad ni Peter Lim at Mayor Espinoza ng Leyte.

Lubha ring nakakabahala ang lantrang militarisayon ni Duterte sa AFP at pulisya. Maaring paghahanda ito ng opensibang military laban sa rebolusyonaryong kilusan tulad ng NPA at MILF. Isinusulong din ni Duterte ang pagbabalik ng kinamumuhiang paramilitary na pagsasanay na ROTC bilang pagpapalaganp daw para sa pagiging “makabayan.”ng mga kabataan.

Isang garapal na kawalanghiyaan at pambabaluktot sa kasaysayan.

Subukan ang Landas ng Kapayapaan

Nakikiisa din kami sa pahayag ng mag-asawang Tiamzon na “ masalimuot man at komplikado ang usapang pagkayapaan, tungkulin naming subukan ang landas tungo sa kapayapaan. Ito para makamit ang tunay na kapayapaan, demokrasya at kasagaaan sa ating bansa.”

Mahigit nang dalawampung taon na ang proseso ng usapang pangkapayapaan sa pagitan ng NDFP at GPH. Sa loob ng anim na taon ng rehimeng Aquino III, walang naging makabuluhang pagsulong ang usapang pangkapayapaan.

Ang masama pa, pinatindi nito ang operasyong militar at pandakip sa mga consultants ng NDF na umabot sa 22 at mahigit na 550 bilanggong pulitikal sa buong bansa mula 2010-2016. Walang pinag-iba ngayon sa ginagawa ni Duterte sa kanyang kampangyang anti-droga na pumapatay sa mga inosentent tao.
