ALARM BELLS

By Arturo P. Garcia

13770342_10153859917897734_7440132913465371467_n

By my own monitoring, more than 300 drug addicts, drug pushers and drug lords have been killed by the police and some vigilante groups.

Media reports says, more than 100 or more than one third of 300 were killed by civilian vigilante groups

News reports also said that more than 65,000 involved in the trade trade have surrendered en masse all over the Philippines .

The alarm bells had been raised by some quarters, namely, the human rights groups, concerned citizens, some legislators. On the other hand, the –co-opted token opposition are all quiet giving the President its honeymoon period for the next 100 days.

Will the alarm bells keeps on ringing louder and louder after 100 days? We have yet to see and hear these sounding off.

Even the PNP Director General “Bato” Dela Rosa has accepted the fact that the PNP is not ready for this mass surrender. They have less rehabilitation centers ready or the infrastructure prepared for this mass surrender.

At the rate the President Digong Duterte is going, many more Generals and government officials will fall with this anti-drug and criminality drive within the next six months.

What worries me is that scenario is what happened during the 14 years of martial law. Just replace the drug lords and drug pushers and addicts with “ communist terrorists.”This is the same modus operandi that the police and the AFP has been doing during martial law to impress the ten Dictator Marcos.

The newspaper were filled with thousands of NPA supporters and mass base surrendering in masse in different provinces Surrendered or capture Communist and NPA leaders were paraded for photo opportunity for Generals and Regional Commanders for their promotions and for the eyes and ears of the President.

PFMCounting all those who have surrendered or captured NPA’s or MNLF all through the years, one will wonder why there are still NPA and MNLF up to these days and why they grew stronger during the Marcos years.

During martial law, if there is a spike of criminality in the urban areas, the President will at once unleash his “secret marshals” and what we see now are the death tolls left and right.

The only difference now is the new President made this call in public and even made the PNP bolder by saying,” Sagot ko kayo.” Hence, the rise in killings.Another difference is that he has named the Generals who are involved in the drug menace. The only problem is how the process will take place and how long it will take.

As if Duterte has find a way to impose martial law without even declaring. And as if the public is enjoying it for the moment. Just like martial was hailed by the public during its early years.

Later comes the abuses and excesses of the martial law regime.14 years later, the exasperated Filipino people had enough of the martial law dictatorship and overthrew the Marcos regime in February 1986.

Let us crossed our fingers and hope for the best.

But as the French Foreign Legion says: “ Let us hope for the best and expect the worst.”

WAR JITTERS IN THE SOUTH CHINA SEAS

By Arturo P. Garcia

Over a cup of coffee, a friend of mine, a fellow journalist who has a 19-year experience in world affairs asked me a question. “ What China is up to in its brinkmanship in the China Seas?”

“ Don’t tell me China just like to tests its modern war machinery or its army who had no wars for almost 37 years?’ He added to the first question.

I explained to him that as a political realist, President Duterte declared at once his opinion on the matter. “ We are not ready to go to war. We have negotiate with China”.

The last big war China fought was sixty-six years ago, during the Korean War from 1950 to1953. They fought unofficially in Vietnam on the side of the Socialist North Vietnam from 1950 to 1975 sparingly under the internationalist Red Flag of course. They manned the Vietnamese Air Force like what they did to North Korea during the Korean War.

As our discussion went deeper, I explained to him that the last time China went to war is with their neighbor Vietnam was 37 years ago. For almost 25 China supported Vietnam’s war for national liberation. First with France from 1949 to 1954 and then with the United States and their puppet government in South Vietnam from 1954 to 1975.

But when Vietnam became finally free, they deported more than one million Chinese Vietnamese in 1975 as its first act against its neighbor-China. This resulted in the phenomenon “The Boat People” exodus from 1975 to 1980’s.In return, China under paramount leader Deng Xiao Ping decided “to teach Vietnam a lesson” by invading its four border provinces in 1979 that became a “border war” or a “ pocket regional war” . At best, the war was a draw.

Since then China has been modernizing and flexing its military muscles since the 1980’s to the present. It had declared a “ air defense zone” on the four disputed islands with Japan and revived the “Nine-Dash Line” against its six Asian neighbors since 2011. This angered the United Sates and its allies prompting the later in a new policy called “Pivot Asia.”

The “Pivot Asia” policy will deploy 60% of the US Naval Assests in the Pacific before the end of President Obama’s term. Tis is the military policy of the economic policy, The Trans-Pacific Partnership (TPP) that will ”contain China”.

Eager to advance China’s new destiny as a global superpower, builds up the China’s army for global conflict and territorial claims in the South China seas. His best bet is to prove to the world that China is a military superpower and can beat even the United States in a regional war in the China seas.

The worst, if ever they are defeated is to prove to the world that China is not a push over. At best it is a regional power to reckon with. And it can hold its head up high to world at last.

Even if China is defeated, it can prove to its people that if can fight a war. May it be a world war or a regional war. In a regional, for sure Russia, the Democratic Republic of Korea (DPRK) can be drawn into this war. On the other hand, Vietnam, the United States and Japan as well as its allies, the UK, Australia and Vietnam can be drawn into the maelstrom.

The Philippines and other Asian countries will remain neutral unless the Philippines is attacked then, it will be another case. In a regional war, under Duterte, the Philippines will be on the defensive unless it is attacked by China. The good thing is that the former President Aquino III has made preparations to modernize its armed forces for the last six years.

Of course, its high time for China to fight a war. It has been raring to go to war. They have shelved Mao Ze Dong’s theory of People’s War and have mastered the Western Doctrine of gun-boat diplomacy by building a blue navy and adopting the social-imperialist “Nine-Dash Line” doctrine in the China Seas.

Most of all, they believed in the Chinese saying, “In time of peace, prepare for war.”

ALLIANCE CONDEMNS TURKISH CRACKDOWN AFTER THE FAILED COUP

Los Angeles- The Alliance-Philippines based in the United States condemned the US-EU backed Turkish Erdogan Dictatorial Regime who unleashed a bloody crackdown in Turkey after a failed bloody coup two days ago.

The Tayip Erdogan 15 years regime unleashed a bloody crackdown that arrested more than 6,000 people and blamed a US-based cleric on the failed military coup. The Erdogan regime had arrested 5 generals and 25 colonel who seized key instalations in Istanbul and Ankara.

The Alliance also noted that, ” Erdogan have blamed a Pennsylvania based cleric as the leader of the failed coup and demanded that he be extradited to Turkey. The US retorted that Turkish parties “ act responsibly and obey the laws.”

Erdogan vs the Turkish Opposition

The Alliance said, “ The Erdogan clique has been at odds with the military and the Muslim clergy for his “reforms that actually monopolized powers for himself.

He has been known as an underground ISIS-supporter enriching himself and his family with ISIS exported oil from Iraq and Syrian oilfield controlled by ISIS which Erdogan denied.

The Erdogan regime also openly opposes the Syrian Assad Regime and supported the US –backed “Free Syrian army” and other groups even the ISIS against Syria’s Assad. It even attacked the Kurdish fighter inside Syria near its border by air and by land based artillery and tank-fires.”

Turkish Military Campaign Agains the Kurdish People in Syria, Iraq and Turkey

The Alliance also claimed that . “ the Erdogan Regime also launched military suppression campaign against the -Turkish Kurdish parties in the Turkey and neighboring Iraq Kurdistan Autonomous Region and have actually invaded the area only to withdraw by the orders of US-EU.

The Erdogan regime has also suppressed the democratic opposition inside Turkey by declaring martial law, closing printing press, arresting activists and outlawing legal democratic parties in opposition to the regime.

No wonder the military had enough and tried to launch a failed coup for the last two days. Unluckily, the Erdogan regime was able to quell the coup and sprung to action and now has launched a nation-wide crackdown on the opposition.”

THE REVISIONISTS IN CHINA

By Arturo P. Garcia

20160402_LDD001_facebook

To understand the current People’s Republic of China’s bellicose attitude when it comes to its territorial claims and foreign policies, one has to know its history and its leaders.

The current paramount leader of modern China is Xi Jinping. He is the 62-year old Chairman of the Chinese Communist Party and had concentrated great power to himself not since in China since the days of Chairman Mao Ze Dong from 1949 to 1976 and Deng Xiao Ping in the 1980’s.

Eager to advance China’s destiny as a global superpower, Xi has pushed China’s claim in the South China Seas adopted the “Nine Dashed Line” formulated by the reactionary Koumintang of Dictator Chiang Kang Shek regime in 1947.

The “Nine Dashed Line” doctrine claims “90% of China Seas” even the 200 miles Exclusive Economic Zones (EEC) of six neighboring Asian countries. This also adds to the conflict with Japan over the Shensuku Islands that China has declared as “ Air Defense Zone”.

Mao unlike Xi Jingping practiced international solidarity, in his 29 years of leading China. Mao aided poor countries in the Third World, supported world revolutions like Vietnam and Korea and Africa that won their struggle for liberation and independence and never threatened any country.

Eager to advance China’s new destiny as a global superpower, Xi trotted worldwide to 14 countries. The worst, he builds up the China’s army for global conflict and territorial claims in the South China seas.

PRC have grabbed and reclaimed 9 islets and atolls in the Philippines Exclusive Econmoic Zone (EEZ0 and turned them as forward military bases are just proofs of its hostile intentions.

Mao unlike Xi Jinping, never went out of China except to meet with Stalin in Moscow after their victory in 1949. under Mao, they added Korea in its war agains the UN intervention in the 1950’s, supported Vietnam’s struggle for reunification until 1975 and never implemented the Eleven-Dash line ( renamed Nine-Dash Line) it adopted in 1949.

Unlike Mao, Xi Jinping has taken personal control of policy making on everything from the economy, national security and foreign affairs to the Internet and maritime disputes. Zhang Li Fen, a scholar said, “ Xi is directing a building God campaign.”

Thus, Xi Jinping is building a personality cult around himself. Different from Mao whose personality cult was built by the “Gang of Four” who have power motives behind the Cult of Mao.

But unlike Mao who led a revolution and built socialism for China. Ji is like an emperor who rose from red nobility. He turned China’s Socialism into a revisionist-capitalist power.

Mao was never a dictator as foreign propagandist want us to believe. He was a democrat. In fact he rehabilitated the capitalist roader,Deng Xiao Ping and kept his followers in power.

Mysterious-image-appeared-onPH-flag-during-Dutertes-inaugural-speechWe can safely say, a capitalist tyrant at home is a danger to other people abroad. Thus Philippine President Rodrigo Duterte should be wary of China when it comes to its foreign policy.

But China is the Philippines next door neighbor nation. We can still deal with China and has better chance of working with them unlike the United States that treats us as a vassal nation.

Dealing with China is an exciting times. Duterte can find out more about it in his six years of governance.

Besides, “The proof of the pudding is in the eating.”

WHY PRESIDENT DUTERTE FOLDS HIS BARONG PILIPINO?

WHY PRESIDENT DUTERTE FOLDS HIS BARONG PILIPINO?

By Arturo P. Garcia

20160701jb-13-620x534

I criticized former President Fidel Ramos on his habit of folding his Barong Pilipino, the national costume for men during his term as President.

Actually, President Ramon Magsaysay started this national tradition when he took his oath of office as President of the Philippines in December 30, 1953. His Barong Tagalog then was ripped when he waded with the crowd who all wanted to shake his hands.

I find it in bad taste, because Barong Pilipino is a formal wear. To treat it like a long sleeve or an informal wear is a disgrace. It is like being informal after a party or an event, when you fold it up ¾ style.

Maybe President Duterte loved General Ramos so much that he is copying his style.  But I find it still in bad taste because he is the president.

But no protocol can stop Duterte because unlike us, Manilans who  take pride in wearing our Barongs on special occasions, he is not used to wearing Barongs.

In fact, he finds it’s itchy and he is not fond or used to wear it as a formal wear. Thus he is used to folding it ¾ style, like a Troubinise long sleeved polo shirt.

But he must be used to wear it as a formal wear of a President. If not he will be copycatting General Ramos, who loved to show that he is working “ because he rolled up his sleeves.”

But “rolling up sleeves” does not mean you are working.  Duterte is the President but if that’s how he would like to wear it, its better not to wear the Barong then roll up his sleeve.

Mr.President, please respect our national costume.

That is my unsolicited advice to him.

DUTERTE’S TEST OF DIPLOMACY

( Malaya Business Insight Editorial, July 15, 2016)
Mysterious-image-appeared-onPH-flag-during-Dutertes-inaugural-speech
A TEST in diplomacy for the new administration.

Such is the effect of the ruling by the Permanent Court of Arbitration (PCA) of the United Nations favoring the Philippines in its territorial dispute with China regarding islets and shoals in the South China Sea.

A few weeks ago, candidate Rodrigo Duterte displayed his flair for drama and histrionics when he said in one presidential debate that he will plant the Philippine flag in the disputed area and let the Chinese military shoot him.

This image he intentionally painted in the heat of the campaign earned Duterte a good number of votes, and his followers who believed in everything he says are waiting for signs of similar bragadoccio now that the PCA decision favoring the Philippines has been released. None has come.

It’s all showbiz, as entertainment writers would say.

Had we lost the case, it would not have been much of a problem because China had earlier made known that it will reject whatever decision the arbitral court would issue.

Winning the suit filed with the PCA is now engendering more controversy and problems both in and out of the country.

In the Philippines, Filipinos have been given false hopes that the decision could be implemented, that China would dismantle its permanent structures in Scarborough shoal, etc., or would never again shoo-away local fishermen from fishing in Bajo de Masinloc.

Truth is, the territorial sovereignty issue is beyond the scope of the PCA. The arbitral tribunal has no jurisdiction and no power to decide on any ownership issue, as China correctly pointed out.

Possession and ownership remain outstanding issues despite the favorable ruling of the arbitral court, although people tend to think that this has been resolved. Another court, the International Court of Justice (ICJ) may handle these concerns, but inasmuch as the PCA said these are just rocks jutting out from the water and not islands, then there is not much to fight over or talk about.

This reality on the implication of the court ruling has impelled Foreign Affairs Secretary Perfecto Yasay to be cautious and reserved in announcing the nation’s victory in the case.

Eager-beaver netizens are harsh on Yasay, accusing him of downgrading the euphoria they felt with the announcement of the PCA’s favorable ruling. It is time these citizens who are active in social media be chastised for arrogance.

Meantime, we all look forward to President Duterte’s sane and responsible handling of this diplomatic matter with China.

The rule of thumb is for him to always take the path of peaceful dialogue and negotiations, putting belligerent confrontation out of the question.

To understand the current People’s Republic of China’s intransigence when it comes to its territorial claims on the disputed South China Seas, one has to know its history and its leaders.

Los Angeles – It’s a victory from the Hague, The Netherlands.

The Alliance –Philippines based in the United States and BANTAY Pilipinas -USA hailed the decision of the Permanent Tribunal in the Hague that trashed the highly controversial nine –dash line of the People’s Republic of China( PROC) that ‘claimed 90% of the China Seas”

Arturo P. Garcia of the Alliance Philippines said, “It’s a victory for the Filipino people. We are vindicated and a proof that a small nation can win over a big nation by reason.

We just fervently hope that the Duterte administration follow up protecting our national sovereignty and upholding our national patrimony from foreign aggression.”

Garcia added, “This a great victory for the Filipino people and the Filipino-American community in the United States .

We have consistently supported our national sovereignty and independence from external aggression by rallies and demonstrations at Chinese consulates and embassies in the US. .”

As per press time, PROC refused to acknowledge the ruling and said, “it hoped to have a favorable settlement with the Philippines.”

The Permanent Tribunal also ruled that China “has no right” to build structures in the Philippine’s Exclusive Economic Zone (EEC) islands that were forcibly grabbed by China and has reclaimed like the Panganiban Reef, Ayungin Shoal and other islands.

ME AND MY BOOKS

By Arturo P. Garcia

During my college days, sometimes my mother will berate me by saying, “Why do you spend your money on books”.

I understand her. She was a widow, a mother of four and a working mother, I know she knows where her hard earned money should be spent. She answered my a question I never dared to asked, “ I better spend money on food that we eat than buy a television set that we cannot eat.”

But she did not stopped me from buying books. That’s where I spent the money I saved and got from my odd jobs like writing for an entertainment magazine.

I remember the first book I bought was “ Little Brown Brothers” by Leon Wolf and books by Renato Constatino.

At the very young age, I have read all the encylopedias in my elementary school. I have my favorite corner in that elementary school.

Looking back then, I envy my classmates who can buy books while we and my schoolmates struggle against each other in high school and in college to borrow books in our library.

We re in constant struggle for books because there are only few books even in the library. You have to wait for your turn to borrow the books you need in your study.

It was good that I was also a speed reader. That’s why when I borrow books from friends and in the library, i was quick to return them. Until now, some of my friends are amazed on how fast i read and comprehend.

Well, that is called book struggle like what we call “class struggle” then. But later I learned it was a part of class struggle. The struggle for books.

In the last episode of the Game of Thrones, the budding Master of Castle Black, Samwell Tarly was sent to the great library -The Citadel by Lord Commader of the Night Watch, John Snow to learn his trade.

He was fascinated by the great library and tons of books he saw.

Like Sam Tarly of the Nights Watch , up to this time, I am still fascinated with books and libraries.
